Personnel Controls - Management Control Systems

Personnel controls build on the natural tendency of employees to control and or motivate themselves. Personnel controls have 3 (three) basic objectives:

  1. personnel controls clarify expectations because the controls provide an understanding of each employee about what the organization wants. 
  2. personnel controls can ensure that every employee is able to perform the job well. 
  3. personnel controls can increase the inclination of each employee to self-monitoring. Self-monitoring is a natural force that encourages all employees to desire to do a good job, and naturally has a commitment to the goals of the organization. Self-monitoring is very effective because almost all employees have an awareness that leads to doing the right thing and is able to generate positive feelings of self-respect and self-satisfaction when they do a good job and see the success of the organization.
Implementation of these personnel controls can be done through 3 methods:


Selection and placement. Getting the right employees in a particular job, given a good working environment and the tools they need, will increase the likelihood that the work will be done as well. Many companies prepare their time and effort to select and place employees.


Training. Training is a common method of getting employees to do their jobs well, as training provides useful information about the results and expected actions and how the tasks are done as well as possible. In addition, training can have a positive effect on motivation, because employees can be given a greater understanding of professionalism.


Job design and provision of necessary resources. Another way for employees to act appropriately is the assurance that work is designed in such a way that highly qualified and motivated employees are likely to succeed. Some companies do not give their employees success. Salespeople are given too many tasks to handle customers, or they are not equipped with adequate tools and resources.
